The BRICS just became impossible to ignore. At the close of the Fifth annual BRICS Summit in Durban, South Africa last week, there was little question that this group of five fast-growing economies was underwriting an overhaul of the global economic and political order.

The eThekwini Declaration issued at summit’s end was couched in non-confrontational language, but it was manifestly clear that western hegemony and unipolarity were being targeted at this meeting.

The BRICS hit some major western sore spots by announcing the formation of a $50 billion jointly-funded development bank to rival the IMF and World Bank. Deals were signed to increase inter-BRICS trade in their own currencies, further eroding the US dollar’s status as the world’s reserve currency.

The Dirty Numbers Game in Syria Friday, Feb 22 2013

A trip to Syria last January piqued my interest in the ubiquitous Syrian death toll that accompanies most news items on the country. The overwhelming assumption about these casualty numbers is that they represent dead civilians killed by a brutal regime, but inside Syria I found widely conflicting opinions on who was doing the killing and who was dying.

In my February 2012 investigation I concluded that the UN total of 5,000 victims of violence in Syria included a more diverse universe than what was being portrayed in the media: civilians caught in the crossfire between government forces and opposition gunmen; victims of deliberate violence by government forces and by opposition gunmen; “dead opposition fighters” whose attire do not distinguish them from regular civilians; and members of the Syrian security forces, both on and off duty.

When juxtaposed with the government’s list of around 2,000 dead Syrian soldiers and policemen, it appeared that there was some “parity” in the numbers of violent deaths on both sides. But that information would suggest that the Syrian army was responding in relative proportion to the threat posed, which is not the way we understand the conflict in Syria in the mass media. (more…)

Russia and China: Arms Around the Middle East Sunday, Jan 20 2013

Russia and China have drawn a great deal of censure this past year for resisting UN Security Council resolutions to intervene in the domestic affairs of Syria and Iran. Why, many ask, would this duo leverage their growing global political clout for two Mideast states so actively marginalized by their fellow UNSC members – the US, UK and France?

And do these new Russian and Chinese positions place them on a collision course with Washington – in the Middle East and elsewhere?

While the US has typically viewed this activism as a direct challenge to its global hegemonic interests, neither Moscow nor Beijing have any specific strategy to slay the American behemoth. On the contrary, the non-confrontational positions they take in the Middle East are “reactive” ones, designed to slow down, halt or counter US economic, political and military aggressions heading in their direction.

Assad’s Removal is Not on Moscow’s Mind Today Monday, Jun 25 2012

When we look back at Tunisia, Egypt, Yemen and Libya this past year, we have to ask whether the premise of “dictator leaves, problem solved” is remotely valid.

It is a key reason why Russia has little incentive to relinquish support of its longtime ally Syrian President Bashar al-Assad. The Russian position was entirely evident during the recent Putin-Obama meeting when the question of Assad’s removal came up.

“Then what?” Putin is said to have responded.

Aside from Russia’s own strategic alliance with Syria, they have several urgent concerns. Firstly, the Russian position is firmly tied to that of the BRICs today. These four disparate economic-political powerhouses have resolved to redress a global imbalance of power and Syria has become a frontline state in this effort. The BRICs insist that Syrians should resolve their crisis with minimal intervention, which precludes forcing regime change from the outside.

Secondly, the external parties that are demanding Assad’s ouster are the same handful of NATO-GCC interventionists that brought us the Libyan catastrophe under the cloak of Responsibility To Protect (R2P) and Humanitarian Intervention narratives. The Russians deeply regret having signing on to the Security Council resolution that enabled the unraveling of Libya, and will go to great lengths to prevent the same scenario in Syria. (more…)

Homs Opposition: Al Farouq Battalion is Killing Us Sunday, May 13 2012

It is extremely rare to have a direct peephole into events on the ground in Syria. The hard-fought battle over narratives often leaves truth in the dust. But among the cache of recently leaked emails (exclusive to Al Akhbar) from Syrian National Council (SNC) President Burhan Ghalioun’s inbox, comes this gem – important information that further highlights the glaring loophole in UN Envoy Kofi Annan’s demilitarization plans for Syria: rogue fighters.

The email sent to Ghalioun on March 25 summarizes a meeting held by members of various armed opposition groups operating in Homs – chiefly to address the pressing problem of the rogue al-Farouq Battalion.

The email’s author “Abu Majd” claims that 24 different armed groups in Homs started to work together in part because of the behavior of the Farouq Battalion, some of whose members are shown in this video from a few days ago. The problem with al-Farouq, says the email, is:

“Its monopoly over decision-making in its areas, its attempts to subjugate whoever is outside its command by force, and adopting what they call a “big stick policy” in dealing with other fighters.”

Confirming occasional Arab media accounts of fighters turning on each other inside opposition-dominated neighborhoods, Abu Majd accuses the Farouq Battalion of:

Unjustified violence against their adversaries and other anti-regime groups that are not subsumed under the rubric of al-Farouq Battalion resulting in a heavy human toll. For example, al-Farouq’s mild punishment/warning to fighters in Bab al-Sibaa led to the death of five martyrs.

One wonders how these deaths were characterized in the daily “casualty counts” disseminated by Homs activists and reported widely by foreign media. (more…)

The UN Protocol’s Jihadist “Loophole” Thursday, May 10 2012

Note: In light of today’s twin bombings in Damascus and the UN Mission’s feeble response to it, the Security Council needs to close this dangerous loophole in their Syria Protocol – one that currently allows Jihadists unfettered freedom to bomb, assassinate and terrorize.

We have arrived at a determining moment in the Syrian crisis. The choices are startlingly simple:

1) Cautious, incremental movement toward political reconciliation and reform spearheaded by the Syrian government and closely monitored by Kofi Annan’s UN mission, Moscow, Tehran and Beijing.

2) Dangerous escalation of violence and militarization that will increasingly include foreign jihadists and is likely spill to over into the broader Middle East.

After only one week of observing events in Syria first-hand, United Nations Supervision Mission in Syria (UNSMIS) commander Major-General Robert Mood spelled out the dwindling options:

“I can tell you from my engagement that whomever I meet, they tell me that they want to move on the basis of Kofi Annan’s Six Point Plan, and that includes the Free Syrian Army locally, and that includes Local Coordination Committees. I am fully aware that there are others with a different agenda, that have other ideas, but I have yet to see a credible alternative to Kofi Annan’s Six Point Plan. So one way to put it is that it is, for now, the only game in town.”

Perhaps he should have said the only “sane” game in town. Because there is that other “game” – the one that seeks forced regime-change at any cost, even if it means having dangerous Salafi militants fight the battle NATO cannot.

Those with “different agendas” and “other ideas” are a diverse group with goals distinctly opposed to demilitarization, reconciliation and reform along the Annan/Syrian/Russian track.

So far, we understand them to include countries and organizations still intent on materially assisting or weaponizing the armed opposition – in contravention of the spirit of UN Security Council Resolution 2043. After all, only days after Syria approved the Annan Plan, Friends of Syria member states committed millions of dollars in “non-lethal aid” to the rebels. Members Saudi Arabia and Qatar pledged to provide salaries for the fighters and financially reward defectors from the regular Syrian Army, while the Turkish, GCC and western-backed Syrian National Council (SNC) overtly went begging for funds to increase weapons supplies to armed groups inside Syria.

If Annan does things right, these nations and groups can be bullied and cajoled into compliance via a more robust set of UN Protocols, expressly drafted to change their behaviors.

No, the 600-pound gorilla in the room with “different agendas” and “other ideas” is not so much the GCC-NATO backed armed militias scattered throughout the country’s opposition strongholds. It is the growing presence of al-Qaeda and other jihadists operating inside the Syrian theater. (more…)

Syria: Who’s Afraid of the UN Observer Mission? Wednesday, May 2 2012

There is a lot of noise coming out of different quarters about the “imminent collapse” of the UN observer mission in Syria. “Dead on arrival,” says one American commentator. “Failure to uphold truce,” accused the White House and UN Secretary-General Ban Ki Moon, pointing fingers at the Syrian government.

French Foreign Minister Alain Juppe warned the international community – just one day after the Mission Protocol was signed – to “prepare for the possible failure” of peace efforts. The very same day, his US counterpart Hilary Clinton enthused: “We need to start moving very vigorously in the Security Council for a Chapter 7 sanctions resolution,” which allows for UN resolutions to be militarily enforced.

The Syrian Muslim Brotherhood was more specific about their concerns. They’re worried about the “non-objective results it might issue.”

Non-objective results? This sounds all too familiar. Usher in the discourse surrounding the Arab League observer mission in December/January, and you will find the exact doom-and-gloom rhetoric from more or less the same cast of characters, this time headed by Western-allies Qatar and Saudi Arabia.

Ironically, it was Qatar and Saudi Arabia who vigorously championed the Arab League Mission until Syria decided to participate. The moment it became clear that monitors would enter Syrian hotspots and report back their observations, those two countries started counter-spinning aggressively against the investigative mission, eventually scuttling it altogether.

Next came their demands to “upgrade” to an “international” observer group led by the United Nations. But now that the Syrian government has agreed to the terms of the UN mission, the negative rhetoric – from the same geopolitical bloc of nations/allies – is once more threatening to cast doubt on the mission and its ability to positively impact events in Syria. New Phase in Syria Crisis: Dealmaking Toward An Exit Wednesday, Mar 21 2012

In recent weeks, there has been a notable shuffle in the positions of key external players in the Syrian crisis. Momentum has quite suddenly shifted from an all-out onslaught against the Assad government to a quiet investigation of exit strategies.

The clashes between government forces and opposition militias in Baba Amr were a clear tipping point for these players – much hinged on the outcome of that battle. Today, the retreat of armed groups from the Homs neighborhood means one thing: the strategy of militarizing the conflict from within is no longer a plausible option on which to hang this geopolitical battle. Especially not in an American or French election year, when anything less than regime change in Syria will look like abject failure.

And so the external players are shifting gears – the more outspoken ones, quietly seeking alternative options. There are two de facto groups that have formed. Group A is looking for a face-saving exit from the promised escalation in Syria. It consists of the United States, European Union and Turkey. Group B, on the other hand, is heavily invested in regime-change at any cost, and includes Saudi Arabia, Qatar and some elements of the French, US, British and Libyan establishments.

Before Baba Amr, these two groups were unified in maximizing their every resource to force regime change in Syria. When the UN Security Council option was blocked by Russia and China, they coalesced around the General Assembly and ad-hoc “Friends of Syria” to build coalitions, tried unsuccessfully to bring a disparate opposition fighting force (Free Syrian Army) under central leadership, pushed to recognize the disunited Syrian National Council (SNC), and eked out weekly “events” like embassy closures and political condemnations to maintain a “perception momentum.”

But those efforts have largely come to a standstill after Baba Amr. A reliable source close to the Syrian regime said to me recently: “The regime eliminated the biggest and most difficult obstacle – Baba Amr. Elsewhere, it (eliminating armed militias) is easier and less costly at all levels. Now both political and military steps can continue.” (more…)

Questioning the Syrian “Casualty List” Tuesday, Feb 28 2012

“Perception is 100 percent of politics,” the old adage goes. Say something three, five, seven times, and you start to believe it in the same way you “know” aspirin is good for the heart.

Sometimes though, perception is a dangerous thing. In the dirty game of politics, it is the perception – not the facts of an issue – that invariably wins the day.

In the case of the raging conflict over Syria, the one fundamental issue that motors the entire international debate on the crisis is the death toll and its corollary: the Syrian casualty list.

The “list” has become widely recognized – if not specifically, then certainly when the numbers are bandied about: 4,000, 5,000, 6,000 – sometimes more. These are not mere numbers; they represent dead Syrians.

But this is where the dangers of perception begin. There are many competing Syrian casualty lists with different counts – how does one, for instance gauge if X is an accurate number of deaths? How have the deaths been verified? Who verifies them and do they have a vested interest? Are the dead all civilians? Are they pro-regime or anti-regime civilians? Do these lists include the approximately 2,000 dead Syrian security forces? Do they include members of armed groups? How does the list-aggregator tell the difference between a civilian and a plain-clothes militia member?

Even the logistics baffle. How do they make accurate counts across Syria every single day? A member of the Lebanese fact-finding team investigating the 15 May 2011 shooting deaths of Palestinian protesters by Israelis at the Lebanese border told me that it took them three weeks to discover there were only six fatalities, and not the 11 counted on the day of the incident. And in that case, the entire confrontation lasted a mere few hours.

How then does one count 20, 40, or 200 casualties in a few hours while conflict continues to rage around them?

My first port of call in trying to answer these questions about the casualty list was the United Nations Office of the High Commissioner for Human Rights (OHCHR), which seemed likely to be the most reliable source of information on the Syrian death toll – until it stopped keeping track last month.

The UN began its effort to provide a Syrian casualty count in September 2011, based primarily on lists provided by five different sources. Three of their sources were named: The Violations Documenting Center (VDC), the Syrian Observatory for Human Rights (SOHR) and the Syrian Shuhada website. At that time, the lists varied in number from around 2,400 to 3,800 victims.

The non-UN casualty list most frequently quoted in the general media is the one from the Syrian Observatory – or SOHR.

Last month, SOHR made some headlines of its own when news of a rift over political viewpoints and body counts erupted. Two competing SOHRs claimed authenticity, but the group headed by Rami Abdul Rahman is the one recognized by Amnesty International.

OHCHR spokesman Rupert Colville stated during a phone interview that the UN evaluates its sources to check “whether they are reliable,” but appeared to create distance from SOHR later – during the group’s public spat – by saying: “The (UN) colleague most involved with the lists…had no direct contact with the Syrian Observatory, though we did look at their numbers. This was not a group we had any prior knowledge of, and it was not based in the region, so we were somewhat wary of it.” (more…)

Syria is Not Tunisia or Libya Tuesday, Feb 7 2012

Commentators on the Arab Awakening sometimes make the mistake of assuming that 22 Arab states are one and the same, all destined to oust dictators with the same sequence of events that follow either the Tunisian or Libyan models.

While President Bashar al-Assad has made some gross miscalculations since the crisis began in March, he is still favored by a slight majority of Syrians, according to recent online polls. But popularity is not why his government remains intact. The regime still enjoys the support of its key constituencies: the army, the major cities, the business/regime elite, minorities and Sunni secularists, with limited defections of the sort experienced by other Arab states.

On the flip side, after 11 months, the opposition still remains fundamentally divided along ethnic, religious, political and geographic lines, and is unable to articulate a detailed political platform. Furthermore, the armed opposition groups – brought to light in the recent Arab League mission report – lack a central command, are locally based, and have limited, irregular access to the military supply lines essential for operating on a larger scale.

Also, external parties have very little leverage in Syria. The country has adapted to living under sanctions and has a small but cohesive group of allies on which it relies. It functions largely without the web of dependencies typical of other Arab states, does not have a national debt problem, and has recently gained a valuable buffer from the BRIC nations (Brazil, Russia, India and China), which insist on Syria resolving its crisis internally.

The view from inside Syria, meanwhile, varies starkly from the narratives spun outside. A closer look at the U.N. death toll of 5,000 shows a critical lack of discernment between pro-regime and opposition casualties, and fails to highlight the 2,000 dead regular soldiers whose funerals are televised daily within the country. In contrast to external opposition figures, mainstream domestic ones — even those who seek regime change — tend to reject sanctions, military solutions and foreign intervention in favor of a peaceful political resolution of the crisis.

If Assad delivers a new constitution and national elections by the summer, it may be all the space he needs to confound his critics. Increased militarization and sectarianism are likely to cement opinions rather than fragment: People may yearn not so much for bread, but for the ability to walk to the market and buy it.
